Located on the coast, th city welcomes around 60,000 visitors on its busiest summer days, drawn to the walled Old Town, sunlit beaches, and vibrant cultural scene. Yet these same sun-drenched streets record temperatures soaring well above 35°C, challenging comfort, conservation, and tourism patterns.
Budva’s Climate Challenge
As the Mediterranean region is heating some 20% faster than the global average, by 2050, urban heatwaves in the area are projected to double, turning midday promenades into “thermal barriers.”
In Budva, unshaded streets and playgrounds deter midday exploration and strain local infrastructure, threatening quality of life and the town’s tourism appeal.
Cool Noons Solutions in Budva
Cool Noons in Budva has delivered realistic, feasible, and rapid interventions to transform sun-baked streets into shaded, welcoming corridors. Every solution implemented is the result of a co-design process and a local insight: residents and tourists helped refine planter layouts and pergola-vines schemes, ensuring Budva’s Cool Noon solutions combine community identity with lasting comfort.
Cool Paths
Two Cool Paths were identified, both with the start by the Academy of Knowledge and lead to the Avala Hotel: these itineraries pass through several areas that offer natural shade and a pleasant refreshment during the walk: from the well-kept gardens of the Academy to the mediterranean vegetation by the sea.
Along the path from the Academy of Knowledge to Old Town, we will plant nine drought-tolerant canopy trees, position six decorative planters on plazas, and introduce 32 fragrant shrubs and flowering climbers—all selected to maximize evapotranspiration cooling. A timber pergola and UV-stable shade sails will provide immediate relief for office workers, families, and visitors.
Cooling Solutions for Urban Spaces
The Cool Paths are carefully picked and include several strategic points: Hotel Park area, the Viewpoint overlooking Jaz Beach, Tq Plaza in the city center and the park at Slovenska plaza.
At these locations cool points have been implemented through a combination of natural and architectural solutions, to redifine the urban experience of Budva by transforming heat into an opportunity to regenerate the spaces.
The strategic initiatives in Budva are helping to create a network of climate-friendly spaces that celebrate the Mediterranean identity and ensure the collective well-being of the community.
The implementation include a combination of structural shading and growing vegetation, which is expected to produce measurable temperature reductions and enhance socializing and resting functions, while salt-tolerant species contribute to improved biodiversity along the coast.

Decorative Planters: durable planters with Olive trees or ornamental citrus saplings, strategically placed on otherwise unplantable plazas and sidewalks. Underplanting of drought-tolerant groundcovers adds seasonal color and cooling. |
